DEFINITION Plans, directs, coordinates, and supervises a variety of fire prevention activities within the Fire Prevention Division.
Manages the daily operations of the Fire Prevention division; to assist and provide administrative support to the Fire Marshal; to oversee the coordination of fire prevention activities with other jurisdictions and outside agencies.
This is a non-sworn position in the Fire Department.
DISTINGUISHING CHARACTERISTICS The Assistant Fire Marshal is distinguished from the Fire Marshal in that the incumbent in the former class provides direct supervision to the Fire Prevention staff; manages and coordinates day-to-day operations of the City's Fire Prevention Division.
SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Fire Marshal.
Exercises direct supervision over fire inspectors, fire volunteers and assigned technical and professional staff.
Essential Duties and Responsiblities ESSENTIAL FUNCTION STATEMENTS-Essential responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
Plans, organizes, controls, integrates and evaluates the work of the Fire Prevention Division; with staff, develops, implements and monitors short- and long-term plans, goals, and objectives; participates in the development of and monitors performance against the division's annual operating budget.
Participates in the development, implementation and administration of programs, policies, guidelines, and procedures related to the Fire Prevention Division's operations and activities.
Assists in developing fire code amendments and participates in code adoption processes; facilities the resolution of deficiencies identified during the plan review process; identifies the requirements for fire protection of life safety system and may serve as a liaison with other County, State, or Federal Agencies.
Assists the public and employees with technical inquires; supervises plan review and approval, and fire and life safety inspection of commercial and industrial occupancies, and all fire department related to over-the-counter plan check.
Reviews and checks plans for new building construction, tenant improvements and confers with concerned City departments to determine compliance.
Directs the work of contractors responsible for performing weed abatement work, including inspection of completed work; approves payments for service providers.
Provides administrative and technical direction to fire inspectors, volunteers and technical and clerical staff.
Provides and coordinates staff training.
Prepares and presents staff reports and other necessary documents or correspondence to Council and appropriate boards, committees or groups.
Performs other related duties as required.
Minimum Qualifications Experience and Training Guidelines Minimum requirements as a condition of hire:
Experience:
Four years of experience in inspection of structures for conformance with fire and life safety standards.
Training:
High School Diploma and additional course work in fire science or a related field supplemented by specialized classes in fire prevention, and related State Certified Courses such as Fire Prevention 1A, 1B, 1C or the updated State Certified Courses Fire Inspector 1A, 1B, 1C, 1D as a minimum.
State Certified Courses such as Fire Prevention IIA, IIB, IIC, or updated Fire Inspector 2A, 2B, 2C, 2D and Fire Prevention IIIA, IIIB or updated Plans Examiner 1A, 1B, 1C are desirable.
Licenses and Certifications Possession of a State of California driver license.
State Fire Marshal Fire Prevention certificates 1A, 1B, 1C or the updated State Certified Courses Fire Inspector 1A, 1B, 1C, 1D Knowledge of:
Applicable Federal, State and local laws, codes and regulations Criminal Law and code development methods Applicable building codes; standard building and construction techniques Water system improvement methods and fire flow requirements Complex principles and practices of investigation and enforcement Fire and hazardous material investigation techniques Hazardous materials disclosure laws Mechanical, chemical and related characteristics of a wide variety of hazardous material substances and processes Principles and practices of program development and administration Principles and practices of budget administration Operation characteristics of standard office equipment Occupational hazards and standard safety practices Modern office equipment including a computer and applicable software Methods and techniques for basic report preparation and writing Methods and techniques for record keeping Proper English, spelling and grammar Ability to:
Plan, organize and direct the work of subordinate staff Evaluate building and development plans to assure compliance with the California Code of Regulations Title 19 and Title 24, NFPA standards, the California Building Code, the Rialto Municipal code and other applicable codes and/or regulations.

WORKING CONDITIONS Environmental Conditions:
Office environment, travel from site to site; field environment; exposure to computer screens; noise, dust, grease, smoke, fumes, gases, potentially hazardous chemicals, inclement weather conditions; work or inspect in confined spaces.
Physical Conditions:
Essential functions may require maintaining physical condition necessary for bending, stooping, kneeling, crawling, walking, standing or sitting for prolonged periods of time.

Selection Process:

RETIREMENT The California Public Employees' Pension Reform Act (PEPRA), which took effect in January 2013, changes the way CalPERS retirement and health benefits are applied, and places compensation limits on members.
The greatest impact is felt by new CalPERS members.
As defined by the PEPRA, a new member includes:
-A member who joined CalPERS prior to January 1, 2013, who, on or after January 1, 2013, is hired by a different CalPERS employer following a break in service of more than six months.
-A new hire who joined CalPERS for the first time on or after January 1, 2013, and who has no prior membership in another California public retirement system.
-A new hire who joins CalPERS for the first time on or after January 1, 2013, and who was a member of another California public retirement system prior to that date, but who is not subject to reciprocity upon joining CalPERS.
All members who don't fall into the definitions above are considered classic members.
Classic members will retain the existing benefit enrollment levels for future service with the same employer.
PERS Retirement Employee Share:

EDUCATIONAL INCENTIVE Mid-Management employees with Masters' degrees will receive a 7.
5% pay increase.
The increase in pay only applies if the employee has a degree higher than required for the position.
CAFETERIA PLAN The City's Contribution to the Cafeteria Plan to go towards the employee's contributions for health, vision, and dental insurance premiums will be one thousand three hundred dollars ($1,300) per month.
Employees hired on or after 11/14/2018 shall be provided one thousand three hundred dollars ($1,300) per month, but there shall be no cash back to employee for any amount not used.
Opt out for new hire employees (on or after 11/14/2018) shall be limited to a $200 per month for not electing City medical insurance.
LIFE INSURANCE provides a $150,000 double indemnity policy for employee plus dependent coverage ($10,000 for spouse and $5,000 dependent children).
ADMINISTRATIVE LEAVE:
120 hours of administrative leave per fiscal year.
MERIT RAISES may be received in the form of salary increases six times within five years with the attainment of satisfactory work performance.
BILINGUAL PAY is paid to employees who successfully pass the bilingual proficiency examination for Spanish $100 per period.
VACATION is accumulated per pay period.

SICK LEAVE is accumulated at the rate of one day per month with no maximum amount of accumulation.
SPORTS CENTER Employees, employees' spouses, retirees, and retirees' spouses shall be allowed free use of the Rialto Fitness Center during normal operating hours as long as the City has managerial control of the facility.
Employees, employees' spouses, retirees, and retirees' spouses shall adhere to the same regulations regarding reservations and the use and care of the facilities as the general public.
DEFERRED COMPENSATION The City shall pay $400 per month toward deferred compensation plan.
LONGEVITY Longevity Pay for City of Rialto service (5-9 years:
3%; 10
years:
6%).
